I use Dreamweaver but its come to the point now where il do edits in notepad , sometimes when i look at tutorials i always see the user interfaces of things like sublime ect ect and i wonder if i had chosen wrongly

Apologize for the delayed response. 

This typically is a permissions issue as you hinted at.  WordPress and Windows sometimes don't play the best together.  One of the common arenas where problems arise is where folders are written to by some type of action within WordPress.  What normally ends up happening is we temporarily update permissions on the IUSR for the wp-content folder to modify/write permissions, have the client make the necessary updates &/or uploads, then close off modify/write permissions for that folder.

I do not know much about the hosting company you mention however Newtek does support a variety of Windows hosting needs.  In particular, DotNetNuke.  I reviewed the DotNetNuke requirements on their site: http://www.dnnsoftware.com/docs/developers/requirements.html

I did test the URL you're looking to redirect and see it is not redirecting as you'd like.  We have multiple tools available for you to write your redirect.  Most notably, http://media.newtektechnologyservices.com/htaccess_kb/ & https://help.webcontrolcenter.com/kb/a1743/_htaccess.aspx

Photoshop is one of the perfect software for this purpose, but it’s paid. So, I prefer GIMP because it is free and very easy to use. It allows every feature like Photoshop and perfect to manage all projects of web design.
